1) Useful items / abilities

Repel (of course !)

Illuminate : 
Staryu / Starmie (Leaf Green)

White flute :
Trade with RSE

Smoke Ball :
On wild Koffing (5%).

Sweet Scent : 
Useful for low encounter rate zones, like surfs / Dunsparce.
Does not combine with Repel.

The other abilities (Static, Magnet Pull, Magma Armor,..) have no outside of battle effect in RS/Fr/Lg.







--2) Safari Zone

This Safari Zone is different from RSE, and is really harder.
Every Pokemon has its own flee rate (from 1=5% to 9=45% for the rarest Pokemon) and throwing Baits / Rocks is ALWAYS a bad option.
So if you want to catch a Pokemon, the best option is to only throw Balls at it.

--3) Infinite battle
In 1st,2nd and 3rd gen, the recoil damage caused by Struggle depends on the damages dealt by the Pokmon.

The easiest option to set an infinite battle is Trick + Leftovers.
You can add .., Growl, or Battle items to decrease damages, and also a Status, but the Shiny won't be able to kill itself.
So prepare lots of Balls and healing items, and once prepared, you won't be able to fail a Shiny anymore (except for Safari Zone Pokemon).

Ingrain, Suction Cups, Stick Hold deals with Roar or Whirlwind.
Damp deals with Selfdestruct and Explosion.
Taunt deals with Teleport. (duration of 2 turns in 3rd gen)
Shedinja / Ghost type Pokmon deals with recoil damaging moves.


Useful Pokmon : Kadabra (Lv 43 for Trick) + Leftovers (Use Itemfounder on the spots where the two Snorlax were sleeping)






--4) Roamers
There are 3 roamers : Entei, Raikou, Suicune
They are generated when you give the Sapphire to Cileo (and unlock trades with Hoenn).
So save your game before giving him this Sapphire, or else you won't be able to hunt the roamers.
The roamer is chosen depending on your starter (Suicune -> Charmander, Entei -> Bulbasaur, Raikou -> Squirtle).
They can be on every Kanto Route, but not on Sevii Islands.
At the first turn of the battle, they will try to flee, and you'll have to encounter them again.

Entei and Raikou have Roar, so they need precise teams in order to be caught, because if the roamer uses Roar, it will disappear as if it was caught/KO.

Due to a programming error, R/S/Fr/Lg roamers' IV can't be higher than 31 HP and 7 Atk (the rest will be full of 0).

---4.1)Needed Pokemon :
There are 3 choices of Pokemon in order to create accurate teams to catch the roamers (Entei and Raikou especially).
They are the strict minimum, which means that you can add more moves/Pokemon to these teams to weaken the roamer (Status, Accuracy drops, low HP,..)



Choice 1 :
-Ariados
Baton Pass (Breeding with Ledian) 
Spider Web

252 Ev Spd, +Spd Nature, Good Spd IV (20 or more)
Because Ariados is slow, it has to be as fastest as Possible to use Spider Web first. 
To outspeed Raikou (the fastest roamer), it has to be at Lv 73 with the given Ev/IV/Nature (more than 132 in speed)

Spinarak and Ledyba can be found at Pattern Bush.

-Mr.Mime @ Soundproof + Leftovers
Trick (Needed move, the other are useful but not needed)
Flash
Hypnosis (Breeding) / Thunder Wave (Move Tutor)
Seismic Toss (Move Tutor)
Has to be at a good level in order to tank the roamer.

Soundproof nullifies the effect of Roar, while Trick is here to give Leftovers to make an infinite battle (if the roamer used all of its PPs).
Flash decreases the roamers Accuracy, rendering it inoffensive.
If you use Hypnosis, give Mr.Mime XAccuracy to be sure to put the roamer asleep every time you use the move.
Seismic Toss can deal constant damages.

Mr.Mime can be obtain by trading an Abra in a house at Route 3.
Then you can make eggs to have better Mr.Mime.

You can also teach it Encore and Baton Pass, to quicky waste Roar's PPs, and then Baton Pass to a Pokemon with a sleeping and a damaging move (constant damages in order to avoid Critical Hits).


Choice 2 :
-Umbreon
Baton Pass (as Evee)
Mean Look (as Umbreon)

252 Ev Spd, +Spd Nature, Good Spd IV (20 or more)
Umbreon is also slow, so it has to be at Lv 55 with these Ev/IV/Nature to be faster than any Raikou.

Umbreon will act like Ariados, but it is harder to obtain, because you have to trade an Evee in RSE games to make it evolve (Evee evolves in Umbreon during night, and FrLg don't have any clock in them), and with a second FrLg game, because hunting for the roamers means that you haven't given the Sapphire to Cileo, which means that your save can't directly make trades with RSE games.


-Mr.Mime
Same as above



Choice 3 :
-Smeargle
Mean Look / Spider Web / Barrage

Baton Pass
Thunder Wave / Accuracy dropping move / False Swipe

Any combination of moves to put asleep/paralyse/decrease health/ decrease accuracy

The first Smeargle will use Mean Look then Ingrain, which will act like Soundproof, and then they also weaken the roamer, and can set an infinite battle.
You can use only one smeargle if you want, with Mean Look / Ingrain / Trick / False Swipe (or Thunder Wave) and Leftovers, but you would have to choose between lowering HP, giving a staus, or decreasing accuracy.

Like Umbreon's case, Smeargle can only be found in Artisan Cave in Emerald, so in order to get one on your file, you will need an Emerald game and a second FrLg game.
Or you can use AR codes to make it appear in Altering Cave.


---4.2) Finding the roamers

The fastest way to find a roamer is to use Repel (Lv 50 or less), have an Illuminate Pokemon (trades needed if you're in Fr) and go to Route 15.
Use your bike, and go the grass near the West exit.
Make two round trips into the first stripe of grass, then go into the Exit, come back at Route 15, and restart the process until you find a roamer.
Illuminate is important here, because it ensures you that if the roamer was in Route 15, the number of steps you're doing in grass is enough to encounter it with repel.
Route 15 has the lowest distance between its exit (which doesn't make you leave your bike) and grass patches, so this spot is the quickest.

You also have to battle the nearest trainers before starting your hunt, because they can spot you and be really annoying.

And because Ariados/Umbreon have to be at a Lv higher than 50 in order to outspeed the roamers, you won't be able to catch them the first time you see them.
But once the Shiny is found, you will be able to save your game before catching the roamer, and then make a final battle to catch it.

I indicated precise teams because these roamers are the longest to find, so a "Hit and run" strategie would take lots of time for no real entertainment.
